Right now, the authorities are trying to understand which VPN a person is using; they need to find the IP address, block it, follow the protocol, and so on, trying to fight against all of this... it's a story of white lists, but not for websites, rather for white traffic. The traffic they know, allowed websites, allowed applications, banks, and everything else that the state approves will not be blocked, while the unauthorized traffic will be. Currently, there is no technical capability to do this. This has been the case for 5 years
