As a historian, I have no doubt that, within a reasonably foreseeable historical timeframe, Russia will return to the Council of Europe and rejoin the European Convention on Human Rights. Naturally, this will occur under entirely different political circumstances and with a different leadership. I am convinced this will happen in the foreseeable political future
